Confrused here by "tenths measuring plate"? On mine, as your picture, tenths are a cylinder with an internal screw.
If it was easy, anybody could do it.
I believe the tenths are indicated by the hash marks on the drum, not a scale on the beam...

I’d suggest contacting RCBS, they would probably send you a new plate.
I also know this scale and the “plate” that’s missing is for grains, not tenths. The drum is for tenths.

If you can't get one anymore, I would try to make one with a good ink pen with careful measurements and then take a picture of it and then print it or copy and print and you can make your print larger or smaller with percentages. You may have to find the right paper too. This may or may not work well but it is worth a try to not lose a valuable old scale like that.
Seems I recall, a while back a member made up a few of these. I believe he advertised it in the S&S section.
I did check with RCBS.
Scales were made by Ohaus, and the stopped making them.
No parts available.
I sent an email to Ohaus and got nothing back.
Buy a set of check weights and use those to set your scale. I find it much more accurate.

The same plate was used on the RCBS 5-10 and a few similar ohause scales as well as well, as mentioned above there was a member who made a few, it has also been suggested that it may be possible to scan one ( or use the pix above) and play with the zoom to bring to the right scale for use.
I would also look on eBay or the like for scale parts

Maybe 'Scott the Scale Guru' in CA has one? I can find his info, think he was on Facebook? He calibrated my Lyman M5 about 3 years ago. He can be hard to get a hold of, might be worth a shot? hc18flyer

Curious if the OP or anyone else for that matter found one of these. I too contacted RCBS and was told and I quote “buy a new scale”.
I thought about using tape and a fine point Sharpie. Kind of ghetto but you gotta do what you gotta do.
