Simply because they stated the bore diameter of the barrel not the rifled diameter.
Thus a 12.17mm bore rifle shoots a 12.7mm bullet....

Shotgun bore sizes are based on the number of round balls cast from a pound of lead.
12 to the pound get you 12 gauge.
Thats why a 20 gauge is larger than a 24 gauge.

Screw the "plunger" to the back and place a bullet with the skirt facing down and tighten the "top punch /plunger".
